Zanzibar Energy Sector Support Project (ZESS) is a USD 5 million energy sector reform program aimed at increasing access to reliable and secure energy services on Zanzibar, strengthening environmental management in the sector and improving the investment climate. The Project brings together sector stakeholders, such as the Ministry responsible for Energy, Zanzibar Electricity Corporation (ZECO), Zanzibar Utilities Regulatory Authority (ZURA), and the private sector to strengthen sector frameworks and provide capacity building.Key activities include: 1. Capacity building of leadership and staff at key sector institutions 2. Improving ZECO operations to improve efficiency and finances, including commercial department and customer service process, procurement unit and GIS improvement 3. Technical assistance for investments, procurement and environmental management 4. Supporting the Ministry of Land, Housing, Water and Energy with the development of a new energy sector policy and Act, as well as the development of a sector database to spread knowledge 5. Building capacity of ZURA in economic regulation of the electricity sector in Zanzibar, including the preparation of a Cost of Service Study The program is implemented by Multiconsult and financed by the Swedish International Development Cooperation Agency, Sida.
