Couleecap is a private, nonprofit agency established in 1966 during the War on Poverty. Drawing on the strengths of its diverse programs, Couleecap's main purpose is to provide the tools and resources that empower low-income people to meet their needs, develop self-confidence and reach self-sufficiency. Couleecap strengthens communities by identifying resources, developing opportunities, and advocating for local adults, youth, and families.
