Cost Assessment and Program Evaluation (CAPE) was established as The Office of Program Analysis and Evaluation in 1961.  The office is located within the Office of the Secretary of Defense and reports directly to the Secretary.  The staff includes a combination of civilian  government employees, military officers from all branches of service, and contractor support. CAPE's civilian staff is drawn from a variety of academic disciplines, including, but not limited to, physics, economics, mathematics and engineering.  The CAPE staff is recognized as among the most capable in the Pentagon. CAPE provides independent analytic advice to the Secretary of Defense on all aspects of the Defense program.  CAPE has no decision authority or line responsibility and has no vested interest in any sector of the defense budget.  CAPE is a reflection of the particular Secretary of Defense for whom it is working, and its actions have been tailored to their objectives, including the often unpopular but necessary task of fitting the Defense program to the budgetary limits set for the Department by the President.

A Field Operating Agency of the Deputy Chief of Staff, G-8, CAA conducts decision support analysis across the spectrum of conflict, in a Joint, Inter-agency, Inter-governmental, and Multinational context to inform critical senior level decisions for current and future national security issues. CAA is a recognized authority on the independent analysis of land warfare interests in a joint and combined context at the operational-strategic levels. CAA conducts a wide variety of analyses including; establishing requirements and evaluating force structure, design, and capabilities in the context of joint/combined forces for theater, low-intensity, and contingency operations; assessing force modernization programs, affordability, requirements, and tradeoffs supporting Army inputs to the Planning, Programming, Budgeting and Execution System; analysis of combat support and service support systems, logistics, and personnel; assessing strategic concepts, alternative strategies, and military options; conducting workshops, tabletop exercises, and political-military wargaming; applying optimization methods to evaluate installation and stationing problems; developing and maintaining scenarios, models, databases, and techniques necessary to support CAA's analytical mission and functions.A sub-component of CAA, the U.S. Army Modeling and Simulation Office (AMSO), is the Army's enterprise-level organization for modeling and simulation (M&S) policy, coordination and workforce management. AMSO develops the strategy and policy for the Army M&S enterprise; executes effective governance and resource management through leadership and synchronization; leads coordination of the Army M&S enterprise and cross-community areas including Joint, Inter-agency, Inter-governmental, and Multinational environments, Industry and Academia; and trains, educates and manages the Army analysis and M&S workforce (both military & civilian).

The 10th Mountain Division (Light Infantry) is a light infantry division in the United States Army based at Fort Drum, New York. Designated as a mountain warfare unit, the division is the only one of its size in the US military to receive intense specialized training for fighting in mountainous and arctic conditions.Reactivated again in 1985, the division was designated the 10th Mountain Division (Light Infantry) to historically tie it to the World War II division and to also better describe its modern disposition. Since its reactivation, the division or elements of the division have deployed numerous times. The division has participated in Operation Desert Storm (Saudi Arabia), Hurricane Andrew disaster relief (Homestead, Florida), Operation Restore Hope and Operation Continue Hope (Somalia), Operation Uphold Democracy (Haiti), Operation Joint Forge (Bosnia and Herzegovina), Operation Joint Guardian (Kosovo), and several deployments as part of the Multinational Force and Observers (Sinai Peninsula).Since 2001, the 10th Mountain Division (Light Infantry) has been one of the most deployed units in the Army. Its combat brigades have seen over 20 deployments to both Iraq and Afghanistan in support of Operation Iraqi Freedom and Operation Enduring Freedom.
