بتوجيهات سديدة وحكيمة من صاحب السمو الشيخ الدكتور سلطان بن محمد القاسمي، عضو المجلس الأعلى للاتحاد وحاكم إمارة الشارقة – حفظه الله ورعاه – تم إصدار مرسوم أميري رقم 18 لتأسيس الدائرة الاقتصادية بالشارقة في عام 1981م كأول جهة محلية قتصادية تعمل بالتعاون مع مختلف الجهات الاقتصادية الأخرى وتحت مظلة وزارة الاقتصاد في دولة الإمارات العربية المتحدة. وانضوت تحت الدائرة ثلاثة أقسام رئيسية وهي قسم السجل التجاري، والشركات، والتخطيط والبحوث والإحصاء. وبعدها في عام 1997 أصدر سموه مرسوماً أميرياً ينص على تأسيس دائرة التنمية الصناعية وفي 1999 مرسمواً آخر بإنشاء دائرة التنمية الاقتصادية وذلك بدمج الدائرة الاقتصادية والدائرة التنمية الصناعية في دائرة واحدة تعمل على تخطيط وتنفيذ مشاريع التنمية الاقتصادية، حيث تقوم بإعداد القوانين والأنظمة والخطط الإستراتيجية وإصدار الرخص التجارية والصناعية والخدمية وكافة التصاريح الخاصة بتلك الرخص والرقابة على المنشآت الاقتصادية التابعة لإمارة الشارقة.
